سرانجام بعد از تشدید جنگ لفظی بین روسیه و آمریکا و سران ناتو بر سر بحران اوکراین و تمرکز گسترده نیروی های نظامی روسیه در مرزهای اوکراین و نقل و انتقال نظامی ناتو در کشورهای همجوار در هفته های اخیر و پس از آنکه  پوتین و دومای روسیه استقلال “دو جمهوری جدا شده” در شرق اوکراین را به رسمیت شناختند، بامداد روز پنجشنبه ۲۴ فوریه برابر با ۵ اسفند حملات ارتش روسیه از زمین و هوا به اوکراین آغاز شد. بنا به گزارش خبرگزاریها در روز اول جنگ همزمان با ورد نیروهای زمینی ارتش روسیه به خاک اوکراین، جنگنده های روسی ده ها هدف در خاک این کشور را مورد حمله قرار داده اند. در جریان این موشکباران و درگیریها تاکنون دهها تن از سربازان دو طرف و صدها تن از مردم عادی جان خود را از دست داده، هزاران نفر زخمی شده و بیش از صد هزار نفر مجبور به ترک خانه های خود شدهاند. همزمان با این تحولات در جبهه جنگ هزاران نفر از فعالان جنبش ضد جنگ در مسکو، سن پترزبورگ و چند شهر دیگر روسیه علیه تهاجم روسیه دست به راهپیمایی زدند که در نتیجه یورش پلیس بیش از هزار نفر دستگیر شدند. همچنین در پاریس، لندن، برلین، ورشو، لاهه و چندین شهر دیگر اروپا علیه حمله روسیه به اوکراین با شعار “به این جنون خاتمه دهید” تظاهرات برپا کردند. گویی قبل از آغاز جنگ، جنبش ضد جنگ در حال آماده باش بود.

تهاجم روسیه به اوکراین و این جنگ و ویرانگری پدیدهای ابتدا به ساکن و ناگهانی نیست. این جنگ ریشه در بحران ساختاری سرمایه داری معاصر و تلاش قطب های امپریالیستی برای تقسیم مجدد جهان و گسترش مناطق نفوذ دارد. این جنگ ادامه سیاست به شیوهای دیگر است. این جنگ ادامه منطقی سیاست قدرتهای امپریالیستی و سرمایه داری دخیل در این بحران است که از مدتها پیش زمینه هاى آن را فراهم آوردند. آنچه امروز جلو چشم جهانیان اتفاق می افتد  پیامد تحولاتی است که بخشی از مسئولیت آن مستقیما بر عهده دولت آمریکا به عنوان قدرت پیروز جنگ سرد است. بعد از پایان جنگ سرد و فروپاشی بلوک شرق، دولت هاى آمریکا و ناتو در قبال روسیه مانند یک قدرت پیروز بیرحم در برابر حریفی مغلوب رفتار کردند که می خواستند با گسترش دامنه ناتو به کشورهایی  که قبلاً به پیمان ورشو تعلق داشتند و همچنین با دیکته کردن سیاست اقتصادی «شوک درمانی» به اقتصاد روسیه، چنان این کشور را تحقیر کنند که قادر به بازگشت دوباره به صحنه رقابت های بین المللی نباشد. دولتهای آمریکا و ناتو با این سیاست فرصت به جولان درآوردن ناسیونالیسم و عظمت طلبی روسی را برای پوتین فراهم آوردند. دولتهای اروپائی عضو ناتو سیاست مستقلی نداشتند و عملا از قدرقدرتی آمریکا پیروی کردند.

ولادیمیر پوتین به عنوان مظهر یک حکومت استبدادی و احیا کننده سنت امپراتوری روسیه که به حمایت سرمایه داری دولتی و بخش  خصوصی و کنترل دولت بر صنایع  نظامی و بخش نفت و گاز و پشتیبانی ناسیونالیسم روسی متکی است، به پشتوانه افزایش قیمت نفت و گاز از ابتدای قرن جاری، و تجدید حیات اقتصادی به مداخله نظامی در خارج از مرزها برای گسترش مناطق نفوذ روی آورد. مداخله نظامی روسیه در گرجستان، اوکراین، قزاقستان، سوریه و جنوب صحرای آفریقا آشکار سیاست توسعه طلبانه امپریالیستی روسیه را به نمایش می گذارد. به رسمیت شناختن استقلال جمهوری خلق دونتسک و جمهوری خلق لوهانسک و تهاجم ارتش روسیه به اوکراین ادامه منطقی سیاست توسعه طلبانه امپریالیستی پوتین و دولت روسیه است. بنابراین ادعای پوتین و دولت روسیه که گویا تهاجم نظامی به اوکراین پاسخی به تهدید نظامی اوکراین و تهدیدات جنگ افروزانه ناتو بوده است یک دروغ و ریاکاری بیش نیست. در به رسمیت شناختن استقلال این دو جمهوری از جانب پوتین هم هیچ عنصری از ترقی خواهی وجود ندارد، چون مردم این دو جمهوری نه در شرایط آزاد و دمکراتیک، بلکه تحت فشار سیاستهای دولت حاکم در اوکراین و نیروهای وابسته به روسیه در این دو جمهوری، این موقعیت را پیدا کرده اند. در قطب مقابل هم ادعاهای جو بایدن و دولت آمریکا و دیگر دولتهای عضو ناتو که سنگ دفاع از وحدت ارضی و آزادی اوکراین و دفاع از حقوق بشر و امنیت و آسایش مردم منطقه را به سینه می زنند به همان اندازه فریبکارانه و ریاکارانه است. مگر مردم جهان فراموش کرده اند که آمریکا و هم پیمانانش با لشکرکشی به بالکان و افغانستان و عراق و با برپا کردن جنگ های نیابتی در سوریه، لیبی و یمن  چه مصائب دردناک و وضعیت فاجعه باری را به مردم این کشورها تحمیل کردهاند.

در این میان دولت های حاکم در اوکراین که بعد از به بیراهه کشاندن خیزش ۲۰۱۴ که به انقلاب میدان معروف شد قدرت را در دست گرفتند، طی هشت سال جنگ داخلی عملا در خدمت جنگ سالاران فاسد اوکراینی بودند و بر خلاف منافع مردم هیچ راه حل صلح واقعا دمکراتیکی با مردم شرق اوکراین نداشتند و ادامه جنگ و سرازیر شدن کمک دولت های اروپایی را به سود خود می دانستند. دولت زلنسکی که سه سال پیش قدرت را در دست گرفت در همدستی با ناسیونالیستهای افراطی و حتی همدستی با جریانهای نازیستی و با تحت فشار قرار دادن روسی زبانها احتمال دست یابی به راه حل مسالمت آمیز با مردم دونتسک و مردم لوهانسک و امکان ادغام مجدد و داوطلبانه ی آنها با اوکراین را به بن بست رساند و عملا به نقشه های گروه های وابسته به روسیه که در این مناطق حاکم بودند خدمت کرد.

بنابراین نه جنگ افروزی و سیاست اشغالگرانه دولت روسیه تحت لوای واکنش به تهدید نظامی اوکراین، نه دفاع طلبی دولت زلنسکی در اوکراین و تحریک احساسات ناسیونالیستی و نه ادعای دفاع از آزادی و تمامیت ارضی اوکراین از جانب دولتهای آمریکا و انگلیس و دیگر دولت های اروپائی عضو ناتو هیچکدام کوچکترین ربطی به منافع طبقه کارگر و مردم اوکراین و منطقه ندارد. دولت روسیه با ترساندن مردم از تجاوز ناتو به مرزهای روسیه و با دامن زدن به احساسات ناسیونالیسم روسی و با یورش سبعانه به صف تظاهرات فعالان جنبش ضد جنگ تلاش می کند که خشم و اعتراض مردم علیه نابرابری ها، بیحقوقی ها و استبداد حاکم در داخل روسیه را به سمت دشمن خارجی هدایت کند.

دولت های بایدن و بوریس جانسون فرصتی پیدا کرده اند که توجه افکار عمومی در کشورهای خود را از ناکامی ها و رسوایی های پی در پی در عرصه داخلی و پیامد عقب نشینی مفتضحانه از افغانستان را به انحراف بکشانند و در دفاع از آزادی و حفظ تمامیت ارضی اوکرائین با حربه اعمال تحریم های اقتصادی علیه روسیه از یکدیگر سبقت بگیرند. این در حالی است که دود تحریم اقتصادی اتحادیه اروپا در همسویی با دولت های آمریکا و انگلستان علیه روسیه مستقیما به چشم مردم عادی در روسیه و اروپا می رود. اگر مردم اوکراین در میدان این جنگ امپریالیستی کشتار می شوند، خانه هایشان بر سرشان ویران می گردد و آواره می شوند، اگر مردم روسیه در آنطرف مرز با تحمل تشدید استبداد سیاسی و فقر بیشتر هزینه های سنگین این جنگ را می پردازند، مردم کشورهای اروپایی هم در قدم اول با افزیش سرسام آور قیمت نفت و گاز و افزایش مالیات ها باید بخشی از هزینه های این جنگ ارتجاعی را تحمل کنند.

در این شرایط جنبش ضد جنگ نباید در دام تبلیغات مسموم طرفین این جنگ گرفتار آید. استراتژی و سیاستهایی که منجر به این جنگ شدند همه ارتجاعی و سرمایه دارانه هستند و ربطی به منافع کارگران و مردم ندارد. مردمی که در دام تبلیغات پوتین گرفتار آیند و از الحاق اوکراین به خاک روسیه دفاع کنند در واقع بندهای اسارت خود را محکمتر می کنند. مردم اوکراین، روسیه و جمهوری های تازه “استقلال یافته” نباید در خارج از مرزها به دنبال دشمن بگردند، این کشورها لازم است به کانون اصلی جنبش ضد جنگ و اشغالگری تبدیل شوند. لازم است شعار قطع جنگ بی درنگ و پایان اشغالگری همه جا با بانگ رسا فریاد زده شود. مردم کشورهای عضو ناتو نباید فریب صلح طلبی دروغین دولت های خودی را بخورند. لازم است با جهانی کردن و توده ای کردن جنبش ضد جنگ توازن نیرو را به نفع مردم صلح طلب اوکراین و روسیه و جمهوری های تازه استقلال یافته عوض کرد. این کار اگر چه دشوار است، اما ممکن است.

با آغاز این جنگ ویرانگر، رژیم جنایتکار جمهوری اسلامی که دولت روسیه را حامی خود در منازعات منطقهای و بینالمللی می داند، آشکارا از تهاجم روسیه به اوکراین به حمایت برخاسته است. حزب کمونیست ایران ضمن محکوم کردن تهاجم نظامی دولت روسیه به اوکراین و سیاست قطب های رقیب که جنگ جاری محصول رقابت های آنان بر سر گسترش مناطق نفوذ است، همه فعالین جنبش کارگری و دیگر جنبش های اجتماعی و اعترضی پیشرو در جامعه را به حمایت و همبستگی با جنبش ضد جنگ فرا میخواند.

Statement by the Central Committee of the Communist Party of Iran on the Russian Government’s military invasion of Ukraine

Finally, after the escalation of the war of words between Russia and the United States and NATO leaders over the Ukraine crisis and the widespread concentration of Russian troops on Ukraine’s borders, NATO military transfers to neighboring countries in recent weeks and after Putin and the Russian Duma recognized the independence of the two “separated republics” in eastern Ukraine, Thursday morning, February 24, 2022, the Russian army launched air and ground attacks on Ukraine. According to news agencies, on the first day of the war, at the same time as the Russian ground forces entered Ukraine, Russian fighter jets attacked dozens of targets on Ukrainian soil. Dozens of soldiers on both sides and hundreds of civilians have been killed, thousands injured and more than 100,000 forced to flee their homes during the shelling and clashes. Simultaneously thousands of anti-war activists in Moscow, St. Petersburg, and several other Russian cities marched against the Russian invasion, resulting in a police raid that arrested more than a thousand people. Demonstrations also took place in Paris, London, Berlin, Warsaw, The Hague and several other European cities against the Russian invasion of Ukraine with the slogan “End this madness”. It was as if the anti-war movement was on alert before the start of the war.

Russia’s invasion of Ukraine and the ongoing war and destruction is not a sudden phenomenon. This war is rooted in the structural crisis of contemporary capitalism and the efforts of the imperialist poles to redistribute the world and expand their areas of influence. This war is a continuation of politics in other forms. This war is a logical continuation of the policy of the imperialist and capitalist powers involved in this crisis, for which they have long provided the background. What is happening today in front of the eyes of the world is the result of developments in which part of the responsibility lies directly with the US government as the victorious power of the Cold War. After the end of the Cold War and the collapse of the Eastern Bloc, US and NATO governments acted as a ruthless victorious power in the face of defeated adversary, Russia and sought to extend NATO’s reach to countries formerly part of the Warsaw Pact and by dictating the economic policy of “shock therapy” to the Russian economy. They humiliated the country to the extent that it would not be able to return to the arena of international competition. With this policy, the US and NATO governments provided an opportunity for Putin to stir up Russian nationalism and ambition. European member states of NATO did not have an independent policy and practically followed the United States.

Vladimir Putin, as the epitome of an authoritarian and reviving tradition of the Russian imperial tradition that relies on the support of state capitalism and the private sector and government control over the military and oil and gas industries and the support of Russian nationalism, thanks to the rising oil and gas prices from the beginning of this century, and the revival of its economy, turned to military intervention abroad to expand its areas of influence. Russia’s military intervention in Georgia, Ukraine, Kazakhstan, Syria, and sub-Saharan Africa clearly demonstrates Russia’s expansionist imperialist policies. Recognition of the independence of the Donetsk People’s Republic and the Luhansk People’s Republic and the Russian military invasion of Ukraine is a logical continuation of the expansionist policy of Putin and the Russian government. Therefore, the claim of Putin and the Russian government that the military invasion of Ukraine was a response to the military threat of Ukraine and NATO’s provocative threats is nothing but a lie and hypocrisy. On the other hand, the claims of Joe Biden and the US government and other NATO member states that they are committed to defending the territorial integrity and freedom of Ukraine, to defending human rights and to the security and well-being of the people of the region are equally deceptive and hypocritical. The people of the world have not forgotten the painful and catastrophic situation the United States and its allies have inflicted on the people in Balkans, Afghanistan and Iraq by invading these countries, and by waging proxy wars in Syria, Libya and Yemen.

Meanwhile, the ruling governments in Ukraine, which came to power after misleading the 2014 uprising known as the Maidan Revolution, were practically serving Ukrainian corrupt warlords during the eight years of the civil war and acted against the interests of the Ukrainian people, by not providing any democratic peace solution for the people of eastern Ukraine, and thus saw the continuation of the war and the influx of aid from European governments in their favor. The Zelensky government, which came to power three years ago, brought the possibility of a peaceful solution with the people of Donetsk and the people of Luhansk and the possibility of their voluntary reunification with Ukraine to a deadlock by collaborating with extremist nationalists and even with the Nazi currents, as well as by pressuring the Russian-speaking people, and practically served the plans of the Russian-affiliated groups that ruled in these areas.

Thus, neither the Russian government’s incitement to war and occupation policy in response to the Ukrainian military threat, nor the Zelensky’s defense in Ukraine and the incitement of nationalist sentiments, nor the US and British and other European NATO member states’ defense of Ukraine’s freedom and territorial integrity has nothing to do with the interests of the working class and the people of Ukraine and the region. By intimidating the people about NATO invasion of Russia’s borders, inciting feelings of Russian nationalism, and by brutally attacking anti-war activists, the Russian government is trying to divert public anger and protest against inequality, violation of human rights, and tyranny inside Russia and direct it at the foreign enemy.

On the other hand, the governments of Biden and Boris Johnson have found an opportunity to divert public attention in their countries from successive internal failures and scandals and the consequences of a scandalous withdrawal from Afghanistan, and overtake each other in defending freedom and territorial integrity of Ukraine by imposing economic sanctions on Russia. While we all know that it is the ordinary people in Russia and Europe that will suffer from the EU, US and British economic sanctions against Russia. If the Ukrainian people are killed on the battlefield of this imperialist war, their houses are destroyed and displaced, if the Russian people across the border pay the heavy costs of this war by enduring the escalation of political tyranny and poverty, the people of European countries will also bear some of the costs of this reactionary war with the skyrocketing oil and gas prices and rising taxes.

In this situation, the anti-war movement should not be caught in the trap of poisonous propaganda of the warring parties. The strategies and policies that led to this war are all reactionary and capitalistic and have nothing to do with the interests of the workers and the people. The people who fall into the trap of Putin’s propaganda and defend Ukraine’s annexation to Russia are in fact tightening their bonds of captivity. The people of Ukraine, Russia and the newly “independent” republics should not look for the enemy outside the borders, they need to become the main focus of the anti-war and anti-occupation movement. It is necessary to shout the slogan of immediate cessation of the war and the end of the occupation everywhere. The people of NATO member states should not be deceived by the peace-seeking rhetoric of their governments. It is necessary to shift the balance of power in favor of the peace-loving people of Ukraine and Russia and the newly independent republics by mobilizing and expanding the anti-war movement around the globe. This is difficult, but it is possible.

With the start of this devastating war, the criminal regime of the Islamic Republic of Iran, which considers the Russian government as its supporter in regional and international conflicts, has openly supported Russia’s invasion of Ukraine. The Communist Party of Iran, while condemning the Russian government’s military invasion of Ukraine and the policies of rival poles which are to be blamed for the current war as the consequence of their rivalry over the expansion of areas of influence, calls upon all the activists in the labor movement as well as other social and protest movements to support and stand in solidarity with the anti-war movement.
